Positions in this job family are assigned responsibility for the inspection and investigation of asbestos abatement projects for compliance with state and federal rules and regulations, or for the review and audit of operation and maintenance programs that regulate asbestos in buildings.
The functions within this job family will vary by level, but may include the following:
- Conducts or assists in performing preparatory initial inspections of abatement projects; conducts follow-up in progress inspections to ensure compliance with applicable regulations; conducts or assists in final inspections upon completion to ensure all friable asbestos has been removed.
- Inspects and tests equipment and machinery including carbon monoxide equipment, temporary electrical setups, ventilation systems, plumbing, noise and other conditions affecting employees and public health; collects samples of bulk and dusts to assess potential asbestos hazards.
- Prepares various reports regarding consultations, inspections, in progress, visual, final and work documentation; reviews closing documents for billing of contractor and to check for violations of regulations.
- Maintains files and records relating to the asbestos operation; reviews plans for the maintenance, repair and handling of asbestos containing materials; consults with private and public entities regarding maintenance, repair and handling of asbestos containing materials.
The Asbestos Inspector job family has three levels of work which are distinguished by the complexity of assignments, the level of expertise required to complete assigned duties, and the responsibility assigned for providing leadership to others.
Level I: Code: J14A Salary Band: I
This is the basic level of the job family where employees are responsible for performing routine entry level work in a specialized training status to build their skills in asbestos abatement procedures, rules, methods and techniques, conducting inspections and monitoring for compliance with established federal and state regulations.
Knowledge, Skills and Abilities required at this level include knowledge of Oklahoma rules for the abatement of friable asbestos; of state and federal laws and regulations pertaining to asbestos removal; of industrial safety and hygiene practices; of the methods, techniques, tools, apparatus and equipment used for asbestos abatement; of national fire protection and electrical codes; and of report writing techniques. Ability is required to detect hazardous situations and recommend corrective action; to operate and maintain asbestos removal equipment and industrial health monitoring equipment; to interpret and apply various regulations relating to asbestos removal; to conduct thorough and accurate inspections; to communicate effectively, both orally and in writing; and to perform strenuous physical activities.
Education and Experience requirements at this level consist of sixty semester hours with at least twelve hours in industrial safety, industrial hygiene, engineering, architecture or a closely related field and possession of a valid Oklahoma Department of Labor asbestos abatement worker’s license and two years of experience as a building contractor, air monitoring technician, industrial hygienist, safety professional, asbestos abatement supervisor or asbestos inspector; or an equivalent combination of education and experience. *No substitution will be allowed for the valid Oklahoma Department of Labor Asbestos Abatement Worker License.
Level II: Code: J14B Salary Band: J
This is the career level of this job family where employees are assigned duties and responsibilities at the full performance level and perform a wide range of tasks involving the inspection of various business establishments and/or facilities for asbestos control violations and implementing appropriate enforcement actions to ensure compliance with established federal and state regulations, rules and procedures. Tasks are performed independently and are concerned with the proper and safe abatement and control of asbestos. Incumbents at this level must have full on-site authority to direct the corrective action of an asbestos abatement project or to cause work to cease and not continue until safe conditions exist.
Knowledge, Skills and Abilities required at this level include those identified in Level I, plus the ability to direct projects and work independently.
Education and Experience requirements at this level consist of those identified in Level I, plus the initial and all subsequent refresher training for AHERA Management Planner and AHERA Project Designer, said training provided by an EPA or DOL accredited educational institution, labor union or government agency or from a private vocational education provider licensed by the state where it operates and accredited by EPA or an EPA approved governmental agency.
Level III: Code: J14C Salary Band: K
This is the specialist level of this job family where employees are assigned duties and responsibilities at the expert performance level of a complex and technical nature involving special asbestos federal and state compliance programs to ensure compliance with established federal and state regulations, rules and procedures. Performs tasks independently and complies with all record keeping, database, and report generation requirements related to the assigned programs. Incumbents have full on-site authority to direct the corrective action of all asbestos related projects or to cause work to cease and not continue until safe conditions exist.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus a passing score on the required written examination. In addition, must have knowledge of the ODOL AHERA school audit program & database and EPA 40 CFR Chapter 1 or the ODOL procedures for the State of Oklahoma Leased Building program and associated record keeping requirements.
Education and Experience requirements at this level consist of those identified in Level II, plus two years of asbestos abatement or inspection experience.
Level IV: Code: J14D Salary Band: L
This is the leadership level of this job family where employees are assigned responsibility for planning, directing and supervising work activities. Positions are assigned responsibility for assigning and reviewing work, providing training, evaluating performance, employee development, approving leave and initiating disciplinary actions, as well as performing other administrative functions.
Knowledge, Skills and Abilities required at this level include those identified in Level III, plus knowledge of supervisory principles and practices, and ability to direct the work of others; and to conduct multiple projects simultaneously.
Education and Experience requirements at this level consist of those identified in Level III, plus one year of supervisory experience.
- Applicants must be willing and able to perform all job-related travel normally associated with this position; be willing to work hours other than or regular shifts during emergency or high volume situations.
- While performing the duties of this job, the employees are frequently required to stand, walk and reach; and talk and hear. Routinely, employees are required to sit; to manipulate or feel objects, tools or controls; climb (for extended distances) and/or balance; ascend/descend ladders and stoop, kneel, crouch or crawl. Job performance may result in minimal noise exposure, the minimal possibility of chemical exposure and exposure to work environments where chemicals are present.
- Specific vision abilities required by this job include close vision with the ability to see defects during an inspection, distance vision, peripheral vision, depth perception and the ability to differentiate between colors.
- Position requires the employee to be able to wear suitable Personal Protective Equipment related to inspection type, work outdoors, to deal with all weather extremes, carry tool bags containing tools, handle tools required to facilitate inspection and, for some specific jobs, be able to carry 25 pounds up to 400 feet and be able to lift up to 50 pounds.
