Part 15. Child Welfare Specialist Training

OAC 340:75-1-232 clarify the certification requirements for child welfare specialists to implement Pinnacle Plan initiatives.

Subchapter 3. Child Protective Services

Part 1. Purpose, Definitions, and Hotline Protocol

OAC 340:75-3-110 address a child abuse or neglect report on an individual granted power of attorney or guardianship over a child(ren) referenced in the assigned report.

OAC 340:75-3-130 include guidelines for:(1) maintaining and securing Hotline referrals for 90 calendar days per Senate Bill 40 (2013); and (2) documenting a child's injuries in KIDS.

Part 2. Investigative Protocols

OAC 340:75-3-200 require review of prior child welfare history within 72 hours of assessment initiation and encourage consultation with Developmental Disability Services when working with children who have a diagnosed or perceived developmental disability or medical issue.

OAC 340:75-3-210 update references to the Assessment of Child Safety.

Part 3. Child Safety Evaluation Criteria and Procedure

OAC 340:75-3-300 clarify that neither a guardianship nor a power of attorney are considered adequate to control for impending danger.

Part 4. Specialized Investigative Protocols, Child Death or Near-Death Reporting Protocols

OAC 340:75-3-400 clarify the reporting of abuse, neglect, or injury of a child in an open permanency planning case.

OAC 340:75-3-410 update 10-calendar day staffing requirements for a foster or trial adoptive home investigation.

OAC 340:75-3-460 address assignment of child death or near death investigations as Priority 1.
