(a) Statement of policy. Organizational leave is defined as leave to attend meetings of job-related professional organizations. Professional organization means an organization which collects annual dues, conducts annual meetings and provides continuing education for its members. Organizational leave shall not be used for lobbying activities. Permanent employees are entitled to 3 days of organizational leave in a payroll year (December 16 through December 15).

(b) Procedure for approval of organizational leave. Employees must submit requests for organizational leave at least 10 working days prior to the effective date of such leave, on Form ADM-1 (new Form 10AD001E). Documentation must include name of the organization and how it relates to the employee's job, evidence of membership, meeting agenda and dates. Local administrators shall approve or disapprove requests for organizational leave based on staffing requirements, job-relatedness, and date of request.
