National Bills and Programs – payments listed below are excluded by federal law

  • Reimbursements from the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. These are:
    • Payments to persons displaced due to acquisition of real property
    • Relocation payments to a displaced home owner within one year of the displacement
  • Replacement housing payments Payment to volunteers under Title II, Retired and Senior Volunteer Program (RSVP), foster grandparents and others, of the Domestic Volunteer Act of 1973
  • Allowances, stipends, earnings, compensation in lieu of wages, grants, and other payments made for participation in Workforce Innovation and Opportunity Act (WIOA) or other federally funded workforce training program with the exception of OTJ for those 19 and older
    • e.g. – Youthbuild, Summer Youth, Job Corps, paid classroom training, HPOG through ACA; if not common determine if it is federally funded
  • Payments, allowances, or earnings to persons participating in programs under Title I of the National and Community Service Act – not included as income to determine SNAP eligibility and benefit level
    • e.g. – University Year for Action (UYA), Senior Companion Program, AmeriCorps Programs
  • Payments made under Federal Law for energy assistance – LIHEAP, HUD and FmHA utility allowances
  • Funds paid to persons under Community Service Employment Program under Title V – authorized by the Older Americans Act, some examples include:

    • United States Forest Service
    • National Association for Spanish Speaking Elderly
    • National Urban League
    • National Council on Black Aging

    • American Samoa
    • Easter Seals, Inc.
    • Goodwill Industries International, Inc.
    • Institute for Indian Development
    • National Able Network
    • National Asian Pacific Center on Aging
    • National Caucus and Center on Black Aged, Inc.
    • National Older Worker Career Center
    • Operation A.B.L.E. of Greater Boston, Inc.
    • Senior Service America, Inc.
    • SER Jobs for Progress National, Inc.
    • Workplace, Inc.
    • VANTAGE Aging
  • Earned Income Tax Credits (EITC) received on a tax return or as an advance on a paycheck – includes state EITC
  • Payments for a Plan for Achieving Self-Support (PASS) under Title XVI of the Social Security Act
  • During emergencies declared by the US President – FEMA and state / local disaster money
  • Disaster Unemployment Assistance – for persons unemployed as a result of a major disaster
