​Normally Requires

Schools or courses that “normally require” a high school diploma or equivalency to enroll are institutions of higher education. This requirement excludes high school students or students enrolled in high school equivalency courses.

A student must either

• have a high school diploma or equivalency certification or


• pass a special entrance test to enroll.

These requirements must be enrollment not graduation requirements. When a student may enroll but must acquire a high school diploma or equivalency certification before graduation, the student is not attending an institution of higher education.
