How to determine if a client should have an MCR?
To determine whether a household has a MCR, you must determine the household type. There are instructions in the Handbook here and in Quest here. Unless the household is a change reporting household (which is a small percentage of certified households), the household has a mid-certification renewal. It is due at 6 months for semi-annual reporters or at 12 months for annual reporters.
Change reporting households are households not approved for a 12 or 24 month certification period.
This includes households approved for:
expedited services for one or two months only because the interview and/or verification was postponed or
a three or four month certification period because the household contains one or more able-bodied adult without dependents that are not exempt from or participating in work requirements.
Change reporting households also include migrant farm laborer households not approved for a 12 month certification period.
