Head of Household

A member of the household will be designated as the head of household.  The head of household will be an adult parent of children living in the home or if there are multiple adults in the home, they must agree on who will be selected.  Households can select their head of household at each certification or anytime there is a change in household composition.   If the members of the home are having difficulty deciding or decline to designate a head of household, you can select a member yourself.  You should never allow a failure to select an adult as head of household to delay or deny a client's request for benefits.   

The head of household does not have to make the SNAP application.  A responsible adult in the home or an authorized representative can apply on behalf of the family.  The application can be filed in person, electronically, or by mail.
