All applicants for state and federal benefits must declare citizenship or alien status for every member of the household.  This must be done at the time of application and renewal.  Other members of the home that are not on the SNAP case do not have to declare citizenship.

In order to receive benefits, a household member must be a citizen or a qualified alien.

Prior to certifying a case, citizenship must be verified for all clients 14 years or older.  You can often do this by viewing the PY screen in IMS with a client's social security number.

If you are not able to verify in this manner, the client must sign a citizenship affidavit -  or provide a birth certificate, US Passport, or Certificate of Naturalization.

SAVE is a tool created by the U.S. Citizenship and Immigration Services as an efficient verification service for federal, state and local benefit-granting agencies to verify an applicant’s immigration status or naturalized/derived citizenship.
