​LIHEAP Payments

Clients receive LIHEAP assistance based on how the household meets eligibility criteria.

When eligible, LIHEAP assistance makes a onetime payment to the household’s primary energy source. This is the cooling provider during summer and the heating provider during winter. For households facing an energy crisis, DHS pays the heating or cooling bill that resolves the energy crisis.

DHS sends the payment to the household when

  • the rent includes the utilities,
  • the energy source is wood, coal, heating oil, or kerosene, or
  • the energy provider cannot receive direct payments from DHS.

The household indicates what bill DHS should pay on the application; this includes giving the utility provider’s name, name on the account, and the account number.

The household may only receive one payment per LIHEAP program component. OKDHS pays participating LIHEAP utility providers. When the recipient uses a nonparticipating utility provider, we pay the client directly. The client receives payment on an Oklahoma Master Debit Card or through direct deposit. We will use the payment method the client has previously established to receive other OKDHS cash benefits. It is the client’s responsibility to pay its utility cost with these funds.

For example, households who use firewood or propane for winter home heating or energy crisis assistance will receive one rick of firewood or a 100-gallon exchangeable propane/fuel tank. These payments are given directly to the client.
