Federal Workforce Training Programs

Do not count the payments and benefits a client receives from participating in a federally-funded, workforce training program. The Workforce Innovation and Opportunity Act (WIOA) codifies these programs. Before excluding income, verify that the program receives funding from a federally-funded workforce training program.

Possible programs include but are not limited to  


Summer Youth,

Job Corps, and

paid classroom training.  

You do not generally count any allowance, stipend, earning, non-wage compensation, grants, or participation payments the client receives from these programs.

There is one exception to this rule. Count the income a person 19 years of age or older receives for on-the-job training.
