A household must declare that their resources do not exceed one million dollars in order to qualify for Child Care. Ask whether the household's resources exceed one million dollars at initial application and renewal. Accept the client's characterization of value of their resources, and record the household's response in case notes and through coding.

What is a resource?

Resources include but are not limited to

  • cash,
  • account balances,
  • certificates of deposit,
  • stocks,
  • bonds, and
  • other real property.

The household's home is not a countable resource.


Caretakers who are not legally and financially responsible for a child and adoptive parents whose income is exempt do not have to be resource eligible.
