The Centers for Disease Control and Prevention (CDC) has had a very detailed Strategic National Stockpile (SNS) program since 1999. The program evolved with more funding after the 2001 attacks. Because of this, CDC has been very involved in assessing state plans. Over the last couple of years they have created tools for assessing local plans in addition to just statewide plans.
