OSDH Announces New Chief Financial Officer, Appointments to Leadership

After an extensive search, Gloria Hudson has been named Chief Financial Officer (CFO) for the Oklahoma State Department of Health (OSDH), filling a position that has been vacant since February.
Hudson has served the Oklahoma Health Care Authority (OHCA) in a variety of positions since 2000, most recently as Director of General Accounting, and has more than 30 years of state government auditing and accounting experience. She is a graduate of East Central University in Ada with a Bachelor of Science degree in Accounting.
“This hire is another step forward in reorganizing the financial operation of OSDH,” said Interim Commissioner Tom Bates. “Gloria’s expertise in dealing with complex financial issues in state government is a welcome addition to our staff. It will allow Chief Operating Officer Kim Bailey to concentrate on finding efficiencies in our day to day operation. Kim has done an outstanding job wearing two hats during the period without a CFO and I commend her for the steps that have already been put in place.”
The agency also filled two deputy commissioner positions and announced a pair of promotions.
Rocky McElvany has been named deputy commissioner for Protective Health Services. During his years of service with OSDH, McElvany has previously served as deputy commissioner for Protective Health Services, as well as interim commissioner for the agency in 2009. McElvany received a Bachelor of Science in Chemistry from the University of Central Oklahoma and a Master of Environmental Science from the University of Oklahoma.
Keith Reed has been named deputy commissioner for Community Health Services, a new designation for the agency. This position will work with the 68 county health departments and regional directors. Reed has been with OSDH since 2002 and has served as regional director for Cleveland, Grady, Garvin, McClain and Murray counties since 2013. He holds a Bachelor of Science in Nursing from Northeastern Oklahoma State University and a Masters of Public Health from the University Of Oklahoma College Of Public Health.
In addition to the deputy commissioner appointments, James Joslin has been named assistant deputy commissioner for Protective Health Services. Joslin has spent 27 years in public health, more than 10 at OSDH and is currently the director of Health Resources Development Service. He has a Bachelor of Arts in Public Administration and certification in Training and Development from the University of Oklahoma, and is a fall 2018 candidate for a Master’s in Public Administration at the University of Central Oklahoma.
Dr. Julie Myers has been named director of Medical Facilities Service. She has more than 15 years of experience in public health projects, stakeholder communication, community development, and events management, and has been with the agency since 2015. Dr. Myers serves as a co-chair of Oklahoma’s Healthy Aging Collaborative and is a graduate of the Doctor of Public Health program at the University of Oklahoma Health Sciences Center. She also holds a Master’s of Public Health degree from OU Health Science Center and a Bachelor’s of Arts in Media Communications from Webster University in Saint Louis, Missouri.
