Since the COVID-19 pandemic began, ODOC has partnered with Securus Technologies to provide inmates two free phone calls each week while visitation was suspended. With visitation reopening, these free phone calls will continue until April 15. After April 15, phone calls will still be permitted, subject to standard rates and policies.

The Chief Technology Officer (CTO) is responsible for the maintenance of existing technology. The CTO also works with the department in implementing the modernization of technical equipment and systems. This assists the department in staying in alignment and in reaching the department’s goals. The units under the prevue of the CTO maintain the architecture, hardware, software and networking of computers in the agency. They also maintain and install all the physical security systems and communications devices used by the department.

Communication Devices


The communication devices unit maintains the many different devices the department uses on a daily basis to communicate with each other. These devices include cell phones, the PBX phone system still used by many locations, and the handheld radios security uses at each facility. They also work with the Office of Management and Enterprise Services to deploy the state-run Voice over Internet Protocol (VOIP) system within the department.

Physical Security


The Physical Security unit is responsible for installation and maintenance of all the different security systems the department uses to maintain the safety and security of all inmates, staff, and the public. These systems consist of the video surveillance systems, intrepid fences, key distribution devices, and management of security software. This unit also takes care of all network infrastructure the department uses for its pc systems to include both copper and fiber infrastructure.

Information Security Management/Technical Innovations


Information Security Management is responsible for the security and management of agency information. They work alongside of Office of Management and Enterprise Services to make sure that all possible measures are used to keep any breaches from occurring. This unit also works with administration on implementing the modernization of technical equipment and systems that will assist the department in all aspects of its daily operations.

Technology Devices


They assist the Office of Management and Enterprise Services in large deployments of new computers. This unit ensures the many different software applications the department uses are functioning correctly. They are also responsible for training staff in the vast number of programs used by the department.
