Facility Overview

Oklahoma State Reformatory was established in 1909, built by inmates using granite blocks cut from the hills nearby. It was originally built to house younger inmates who could be rehabilitated, providing them programs in which they can get an education and learn a trade. However, OSR evolved gradually over time into a full-fledged prison with minimum- and medium-security inmates.

The prison added four new housing units in 1984 and closed its “old cell house” in compliance with federal court mandates. In 2016, ODOC moved OSR’s inmates to North Fork Correctional Center, which the agency began leasing from CoreCivic. ODOC closed its inmate work centers and moved their occupants to OSR, which became community-level security.

Today, OSR, now a medium-security facility, is home to more than medium-security 800 inmates, in addition to 200 minimum-level security inmates. The 10-acre facility has none of its original buildings, and its oldest structure dates back to 1921. A storied history includes being home to the nation’s first accredited high school in a prison and the first female warden in the United States, Clara Waters.


Programs

Education

Most inmates lack education, a key component in avoiding re-incarceration. OSR offers literacy courses as well as Pre-High School Equivalency and High School Equivalency diplomas.

Criminal Thinking

OSR offers Thinking for a Change, Moral Reconation Therapy, and Associates 4 Success programs to address thinking, judgment errors, and relationships linked with criminal thinking/behavior.

Substance Abuse Treatment

Most OSR inmates need substance abuse treatment. Facility programming teaches ways to avoid relapse, while also helping them develop cognitive, social, emotional and coping skills.

Visitation

Visitation hours vary by each facility, but an inmate's security level dictates how many hours he or she may visit with approved visitors.

Saturday, Sunday and all state holidays: 8 a.m. - 3:30 p.m.

(All approved visitors must arrive prior to 2 p.m.)

Important Note:All inmate visitors must submit a “Visitor Request Form." You can download a copy here, or request one from the facility.Background checks will be completed on everyone 18 or older. The inmate will notify you when the process is complete. The approval process takes approximately 8 weeks once the Visitor Request Form has been returned to OSR.

Inmates can receive mail at any time.  Include their name, DOC number and housing assignment if known on the address.
